Golden Thread in EHCPs: Connecting needs, provision and outcomes
We are seeing local authority SEND teams across England working hard to improve the quality and consistency of Education, Health and Care Plans (EHCPs).
A concept that frequently comes up in discussions about EHCP quality is the Golden Thread.
The Golden Thread describes how a child’s aspirations, needs, provision and outcomes should connect clearly throughout an EHCP.
When those connections are strong, the plan tells a clear and coherent story. When they’re not, gaps appear that can create confusion, delays and challenges for families and practitioners.

Why the Golden Thread matters
When the Golden Thread is clear, it helps ensure that:
- Needs identified in the EHCP are supported by appropriate provision
- Outcomes reflect the child or young person’s needs
- Practitioners and families can clearly understand the support being provided
