SEND Practice and Reform: A Local Authority Conversation

With SEND reform consultation now in motion, this session brings local authority SEND colleagues together to reflect on what the next phase could mean in practice and how councils are preparing for what comes next.

The morning is designed to be practical and discussion-focused, creating space to learn from peers, reflect on current challenges and explore how councils are strengthening their approach as reform develops.

What to expect

The session will include short presentations, discussion and informal networking with colleagues from other local authorities.

We’ll explore themes such as:

  • What local authorities are currently prioritising as reform develops
  • Practical approaches to strengthening EHCP quality and funding confidence
  • Learning from real local authority experience
  • How councils are preparing now rather than waiting for reform to land
  • Opportunities to share priorities and help shape what support may be needed next

We’ll be joined by Steph Baiardo, Head of SEND Review and Monitoring at Kensington and Chelsea, who will share insight from their experience locally.

Steph will reflect on:

  • Her experience of working collaboratively with Imosphere
  • The operational challenges being addressed
  • Reflections on SEND reform and local priorities

The morning will include facilitated round-table discussions to explore priorities, concerns and opportunities as SEND reform develops.

Our aim is to create space for open conversation and shared learning between councils.
