Specific and quantified provision in EHCPs

One area that consistently comes up in discussions about EHCP quality is specific and quantified provision.
This is a legal requirement - and a fundamental part of making plans workable in practice. In this video, we explore how councils are approaching this challenge and what’s emerging from that work.
Why this matters
Provision that is clear and specific helps ensure that:
- Schools understand exactly what needs to be delivered
- Families know what support to expect
- Plans are easier to implement and review
- Local authorities can confidently explain and defend decisions
When provision is vague or conditional, it can lead to confusion, inconsistency, and challenge.
What we’re seeing in practice
Through our work with councils, we often see how time pressure and complexity can lead to wording such as “regular support”, “access to therapy”, “as required”.
While well intentioned, these phrases can mean different things to different people, creating uncertainty in delivery.
