One area that frequently comes up is SMART outcomes - and how difficult they can be to define clearly and use effectively in practice.

In this video, we explore how councils are approaching this challenge and what’s emerging from that work.

Why SMART outcomes matter

Outcomes are intended to describe the difference support will make in a child or young person’s life. When they are clear, specific and measurable, they help ensure that:

  • Progress can be monitored and reviewed meaningfully  
  • Provision is clearly linked to intended outcomes  
  • Practitioners and families share a clear understanding of success  
  • Plans remain focused and actionable over time  
What we’re seeing in practice

Working with councils across England, we’ve seen how teams are strengthening the clarity and measurability of outcomes – and we’re supporting that work to make outcomes easier to review, track and use to demonstrate meaningful progress.

In practice, outcomes can still be difficult to apply consistently. They may be hard to measure, use broad or descriptive language, or lack a clear link to provision and timescales. Transition planning is another area many councils are developing further, particularly from Year 9 onwards.

These challenges don’t reflect a lack of understanding, but the complexity of drafting at pace and working across multiple sources of advice.

As a result, councils are focusing on making outcomes more usable in practice - clearly defined, measurable over time, and closely linked to needs and provision. When this is in place, reviews become more focused, progress is easier to evidence, and plans are clearer and more consistent for everyone involved.
